Romans 8:16 

16 The Spirit Himself bears witness with our spirit that we are children of God, 

Can come into midst of people:

2 Chronicles 20:14  

14 Then the Spirit of the Lord came upon Jahaziel the son of Zechariah, the son of Benaiah, the son of Jeiel, the son of Mattaniah, a Levite of the sons of Asaph, in the midst of the assembly

Can instruct men:

Nehemiah 9:20  

20 You also gave Your good Spirit to instruct them,

 And did not withhold Your manna from their mouth,

 And gave them water for their thirst.

Can testify:

Nehemiah 9:30  

30 Yet for many years You had patience with them,

 And testified against them by Your Spirit in Your prophets.

 Yet they would not listen;

 Therefore You gave them into the hand of the peoples of the lands.

John 5:26  

26 For as the Father has life in Himself, so He has granted the Son to have life in Himself,

1 John 5:6  

6 This is He who came by water and blood—Jesus Christ; not only by water, but by water and blood. And it is the Spirit who bears witness, because the Spirit is truth.

13 By His Spirit He adorned the heavens;

 His hand pierced the fleeing serpent.

Has made man:

Job 33:4  

4 The Spirit of God has made me,

 And the breath of the Almighty gives me life.
