All the earth should praise Him:
Psalms 148:7-13
7 Praise the LORD from the earth, you great sea creatures and
all ocean depths,
8 lightning and hail, snow and clouds, stormy winds that do
his bidding,
9 you mountains and all hills, fruit trees and all cedars,
10 wild animals and all cattle, small creatures and flying
birds,
11 kings of the earth and all nations, you princes and all
rulers on earth,
12 young men and maidens, old men and children.
13 Let them praise the name of the LORD, for his name alone
is exalted; his splendor is above the earth and the heavens.
Rulers of the earth:

Men and women:

young men and maidens, old men and children.
Young children:
Matthew 21:15-16
15 But when the chief priests and the teachers of the law saw
the wonderful things he did and the children shouting in the temple area,
“Hosanna to the Son of David,” they were indignant.
16 “Do you hear what these children are saying?” they asked
him. “Yes,” replied Jesus, “have you never read, “‘From the lips of children
and infants you have ordained praise’?”
Psalms 8:2
From the lips of children and infants you have ordained
praise because of your enemies, to silence the foe and the avenger.
Those who have been martyred:
Romans 6:9-11
9 For we know that since Christ was raised from the dead, he
cannot die again; death no longer has mastery over him.
10 The death he died, he died to sin once for all; but the
life he lives, he lives to God.
11 In the same way, count yourselves dead to sin but alive to
God in Christ Jesus.
Eventually everyone will:
Philippians 2:9-11
9 Therefore God exalted him to the highest place and gave him
the name that is above every name,
10 that at the name of Jesus every knee should bow, in heaven
and on earth and under the earth,
11 and every tongue confess that Jesus Christ is Lord, to the
glory of God the Father.
